The book, which is the third revised edition, contains short summaries at the end of each chapter and suggestions for further reading. In accordance with the subtitle, the focus is on the actors and processes rather than actual directives and regulations, which is information that, after all, is relatively easy to find elsewhere. The authors have also put considerable effort into explaining current policies in a historical context as well as raising questions about oncoming challenges.
