2008 US edges out Germany as world windpower leader The national trade association of America's wind industry says in 2008 the industry had another record growth year - the third record year in a row and generated more than $18 billion in revenues. This year, the United States passed Germany to become the world leader in wind generation, said the American Wind Energy Association in its year-end report. AWEA says that this summer, the US wind industry reached the 20,000-megawatt installed capacity milestone, doubling installed wind power generating capacity since 2006. Tough climate goals may be easier than feared Tough targets for avoiding dangerous global warming may be easier to achieve than widely believed, according to a study that could ease fears of a prohibitive long-term surge in costs. The report, by scientists in the Netherlands and Germany, indicated that initial investments needed to be high to have any impact in slowing temperature rises. Policy makers must address transport demand in Europe 19 December 2008 Transport’s carbon footprint is a major obstacle to achieving a sustainable, low-carbon economy in Europe. A new report by the European Environment Agency (EEA) urges policy makers to take a fresh approach to address the spiralling growth of transport, supporting “realistic” measures that include pricing schemes for unsustainable mobility and improving citizens’ awareness about the environmental consequences of their shopping basket and travel choices. EU Parliament approves "poisoned" climate deal Today the European Parliament accepted the compromise agreement on climate change hammered out last week by EU Heads of State and Government. The deal is said to cut greenhouse gas emissions by 20 per cent by 2020 compared to 1990. “This is not quite the third industrial revolution trumpeted when proposals were presented at the beginning of the year,” says Delia Villagrasa, Senior Advisor to WWF.
Web links: Environmental groups welcome new pollution limits for lorries 16 December 2008 The European Environmental Bureau (EEB) and Transport and Environment (T&E) have welcomed today's vote in the European Parliament on 'EURO VI' air pollution limits for new lorries and buses sold in Europe from 2012-13. Heavy duty vehicles are responsible for 70 per cent of total pollutant emissions from transport and make a major contribution to air quality problems in European cities. The new standards set limits for new heavy-duty vehicles for particulate matter (PM), nitrogen oxides (NOx), hydrocarbons, carbon monoxide and ammonia and should bring about substantial reductions in harmful emissions. The EU is still three to four years behind Japan and the United States on implementation of comparable next generation emissions controls which will come into force in those markets in 2009 and 2010 respectively. Heavy-duty vehicles offered for sale in Europe under the existing Euro V standards will be allowed to emit at least 50% more particulate matter (PM) and 185% more nitrogen oxides (NOx) than comparable vehicles sold in either Japan or the United States. EU renewable energy law deal confirmed Agreement has been reached on the Renewable Energy Directive between the European Parliament, the French Presidency on behalf of the Council and the European Commission. For the first time, each member state has now a legally binding renewables target for 2020 along with a clear trajectory to follow. By June 2010 the member states will draw up National Action Plans detailing the ways in which they are to meet their 2020 targets, which will then be submitted to the Commission for assessment. They will report on how they are doing every two years. The overall target for the Union is 20 per cent renewable energy by 2020. “We give the EU eight out of ten for its renewables deal. This agreement is a new dawn for a clean energy future that will benefit the climate and the economy,” said Frauke Thies, Greenpeace EU renewables policy campaigner. “The only drawback is that EU politicians are insisting on the large-scale promotion of biofuels. They are not sufficiently protecting the planet from the ravages that can be caused by unsustainable biofuels,” said Thies. Industry group Erec said the law was the "most important piece of legislation on renewable energy in the world". Climate change may uproot 6 million annually The impact of climate change could uproot around six million people each year, half of them because of weather disasters like floods and storms, according to the U.N. refugee agency (UNHCR). UNHCR estimates, based on conservative assumptions, that global warming would force between 200 million and 250 million people from their homes by mid-century. That means a displacement of something like six million people a year – half of them because of sudden disasters. Another three million would likely migrate due to gradual changes like rising sea levels, and be more able to plan. Danish traffic plan likely to pass 8 December 2008 A new infrastructure plan presented by the Danish government promises strict emissions charges, a country-wide road pricing system and a 50-per-cent reduction of vehicle registration fees as part of an effort to improve public and private transport by 2020. In all, 90 billion kroner has been allotted to the plan - money that will come from taxpayers, Great Belt Bridge tolls and from the sale of state-owned ferry service Scandlines. Another 60 billion kroner, allotted to planned construction of the Fehmarn Bridge between Denmark to Germany and to an extension of Copenhagen's Metro rail system, is also part of the infrastructure plan. The plan will likely be passed by the Liberal-Conservative government with the help of the opposition Social Democrats, who successfully lobbied for more money to improve and expand the national railway system. Legislation to limit vapour emissions 5 December 2008 The Commission has proposed legislation to ensure that harmful petrol vapour which escapes during the refuelling of cars at service stations is captured and recycled. Petrol pumps in many service stations across the EU will need to be fitted with equipment that can recover 85 per cent or more of this vapour. Petrol vapour contains benzene, which is known to cause cancer, and contributes to the formation of ground-level ozone, one of the air pollutants most damaging to human health and the environment. EU fails to guarantee emissions savings from biofuels After negotiatons the European Parliament and the Council of ministers have agreed on new legislation to increase the use of renewable energy. The Renewable Energy Directive agreed sets a target for 20 per cent of all energy to come from renewable sources, but also sets a target of 10 per cent for renewable energy in transport, requiring a major increase in the use of biofuels. The NGOs are critical because the Parliament gave up essential conditions for biofuels production. Without these conditions, the EU risks to support massive production of biofuels, inside and outside Europe, that do not contribute at all to fighting climate change, the organisations say. Climate Change Committee sets out future policy goals The European Parliament's Temporary Committee on Climate Change has adopted its final recommendations for a future EU integrated policy on climate change. MEPs in the committee are concerned that "climate change is both more rapid and more serious in terms of its adverse effects than was previously thought". Therefore the Commission should monitor, "whether the EU 2°C target would still achieve the aim of avoiding dangerous climate change". Furthermore the EU and the other industrialised countries should set as a group, a medium-term target of a 25-40% reduction in greenhouse gas emissions by 2020, as well as a long-term reduction target of at least 80% by 2050, compared to 1990. Web link: press release ftom the Parliament EU agreement on cars and carbon dioxide 2 December 2008 The European Parliament and EU member states have agreed on a legal framework to reduce emissions of carbon dioxide from new cars sold within the Union – but in reality the law represents nothing more than a postponement of the 2008 target for another decade. Jos Dings, director of T&E, comments: "In 1998, oil was trading at a fraction of the prices we have seen over the last 12 months, and our knowledge of the severity and urgency of the climate change threat was not as far advanced as it is today. And yet the car industry, backed by the major car producing countries has managed to kill a car fuel-efficiency law in Europe for the second time in a decade. Europe sent the wrong signal to the car industry ten years ago, and it has sent the wrong signal again today." EU to exceed air pollutant limit due to growth in road transport Despite significant emission reductions in recent years, only 11 EU Member States expect to remain within their emission limits for all four air pollutants set by the EU National Emission Ceilings Directive (NEC Directive). The nitrogen oxides ceiling remains the most difficult to comply with. This is partly due to the fact that demand for road transport has grown faster than anticipated. Poznan conference must shift negotiations into higher gear 1 December 2008 The European Commission and EU member states aim to shift international negotiations on a new global climate treaty into higher gear and will be pressing for progress on a range of issues at the UN climate change conference in Poznan, Poland from 1-12 December, according to a press release from the Commission. The Poznan conference represents an important staging-post in the international negotiations which were launched in Bali last December and are due to lead to the conclusion of the new agreement at the end of 2009 in Copenhagen. Greenhouse gas level reached all-time high in 2007
The latest numbers show that carbon dioxide reached 383.1 parts per million (ppm), an increase of 0.5 percent from 2006. Concentrations of nitrous oxide also reached record highs in 2007, up 0.25 per cent from the year before, while methane increased 0.34 per cent, exceeding the highest value so far, which was recorded in 2003. Using the NOAA Annual greenhouse gas index, the total warming effect of all long-lived greenhouse gases was calculated to have increased by 1.06 per cent from the previous year and by 24.2 per cent since 1990. In the meanwhile, levels of chlorofluorocarbons (CFCs) continue to slowly decrease, a result of emission reductions under the Montreal Protocol on Substances that Deplete the Ozone Layer.
Business as usual not an option for the energy system 80 per cent of the greenhouse gas emissions in Europe still come from the energy sector, warns a report from the European Environment Agency released today. The sector continues to have significant impacts on the environment, despite the fact that more efficient production of electricity and heat, together with an increased share of renewable energy sources and replacement of coal and oil with gas are gradually contributing to cut emissions of greenhouse gas and air pollutants in Europe. The report confirms that if Europeans simply stick by current policies and measures, energy use will continue to rise by up to 26 per cent by 2030 - and fossil fuels will remain as the main source of supply. "Business as usual is not an option for the energy sector" stated Professor Jacqueline McGlade, EEA Executive Director at the launch of the report in the European Parliament. The move towards a low carbon society "isn't happening fast enough to secure the future of our environment", she said. Web links:
Air pollution forecasting offered 19 November 2008 Launched jointly by European Federation of Allergy and Airways Diseases Patients’ Associations (EFA) and Health and Environment Alliance (HEAL), the website “Know Your Air for Health” is especially tailored to the needs of people suffering from conditions that affect their ability to breathe comfortably during periods of high air pollution. The website also provides information about the current action of the European Union to improve air quality. “Air quality within the European Union is still not good enough to protect health,” says Christian Farrar-Hockley, Senior Policy Advisor at HEAL. “The WHO estimates that the average person within the EU is losing one year of life as a result of poor air quality. Emissions in industrialized countries continue to rise Two weeks ahead of the UN Climate Change Conference in Poznan, Poland, the UN Climate Change Secretariat in Bonn has reported that greenhouse gas emissions in industrialized countries continue to rise. Data submitted to the Framework Convention on Climate Change (UNFCCC) shows that emissions of 40 industrialized countries that have greenhouse gas reporting obligations under the Convention remained in 2006 below the 1990 level by about 5 per cent, but rose by 2.3 percent in the time-frame 2000 to 2006. For the smaller group of those industrialized countries that have ratified the Kyoto Protocol, emissions in 2006 were about 17 per cent below the Kyoto baseline, but still growing after the year 2000. The initial decrease in Kyoto countries emissions mainly came about through the economic decline of economies in transition (countries in eastern and central Europe) in the 1990s. " The figures clearly underscore the urgency for the UN negotiating process to make good progress in Poznan and move forward quickly in designing a new agreement to respond to the challenge of climate change,” said Yvo de Boer, Executive Secretary of the UNFCCC. “EU’s ideas for energy looking tired” The European Commission today released an “Energy security and solidarity action plan”, which addresses some of the gaps in the present EU climate and energy policy. But WWF criticised it for a lack of ambition and a mixture of actions with little relevance for the environmental and economic objectives outlined in the proposals. Energy efficiency is the most immediate and cost-effective solution to reduce greenhouse gas emissions, ensure resilience to an economic crisis and improve security of energy supply in Europe. Despite this it remains absent from the European Union energy policy, said WWF. “Proposed measures fail in ambition as they do not include a mandatory energy saving target of 20 per cent by 2020 for the European Union,” said Mariangiola Fabbri, Energy Policy Officer at WWF European Policy Office. “This is key to reduce consumers’ energy bill, boost innovation, facilitate the achievement of the EU’s greenhouse gas emissions reduction targets and support a strong EU performance at international climate negotiations.” Web links:
Dirty air costs California economy $28 Billion annually More than 90 per cent of residents in southern California breathe dangerous air, and the air pollution costs the California economy more than $28 billion annually, according to a new study. The study, which focuses on the South Coast and San Joaquin Valley air basins, also found that the life- and health-threatening pollution in these regions contributes to more than 3,800 premature deaths each year. The cost of air pollution in the San Joaquin Valley is more than $1,600 per person per year, or $6 billion to the region’s economy, according to the researchers. Simply meeting federal clean-air standards would save the region that annual cost. In the South Coast air basin, the cost is more than $1,250 per person per year, making the annual total savings nearly $22 billion if federal clean-air standards were met. Pollution sources in the two areas vary, but fuel combustion, including heavy-duty diesel truck exhaust, dominates both regions. Exposure to air pollution causes premature death, hospitalizations and respiratory symptoms, limiting a person’s normal daily activity and increasing school absences and loss of workdays, said the researchers. The cost reflects the impact these health problems have on the economy. The study, “The Benefits of Meeting Federal Clean Air Standards in the South Coast and San Joaquin Valley Air Basins,” was conducted by the Institute for Economics and Environmental Studies at Cal State Fullerton and Sonoma Technology Inc. The research determined the benefits of attaining federal ozone and PM2.5 air-quality standards by identifying and quantifying the links between air quality and exposure, exposure and ill health, and ill health and the resulting economic losses. Web link: California State University, Fullerton Health risks of ozone from transboundary air pollution A new WHO report summarizes the results of a multidisciplinary analysis to assess the effects of ozone on health. The analysis indicates that ozone pollution affects the health of most of the populations of the WHO European Region, leading to a wide range of health problems. The effects include some 21 000 premature deaths each year in 25 countries in the European Union on and after days with high ozone levels. Methane levels rose fast in 2007 Levels of climate-warming methane - a greenhouse gas 25 times as potent as carbon dioxide - rose abruptly in earth's atmosphere last year, and scientists who reported the change don't know why it occurred. Methane has more than doubled in the atmosphere since pre-industrial times, but stayed largely stable over the last decade or so before rising in 2007. This stability led scientists to believe that the emissions of methane, from natural sources like cows, sheep and wetlands, as well as from human activities like coal and gas production, were balanced by the destruction of methane in the atmosphere. Hidden cost of China's coal is $250 Billion 28 October 2008 China's coal mining industry cost the country a hidden $250 billion last year in lost and damaged lives, wasted energy and environmental devastation, according to a survey launched on Monday. Pollution affected water, land and air around mines, thousands died and many more were hurt in mining accidents, and acid rain-causing sulphur dioxide and mercury were among dangerous emissions when coal is burnt in factories and power plants. Climate change gathers pace faster than scientists expected 21 October 2008 Global warming is accelerating at a faster rate than climate change experts had previously predicted, according to a new compendium of scientific research released today by WWF. In 2007, the Intergovernmental Panel on Climate Change (IPCC) released their Fourth Assessment Report – a study of global warming that involved nearly 4,000 scientists from more than 150 countries. However, the science of climate change has moved on in the year since this respected report was published. WWF’s new report, “Climate change: faster, stronger, sooner”, amalgamates this new scientific data and reveals that global warming is accelerating beyond the IPCC’s forecasts. Ship sulphur emissions to be cut 13 October 2008 Environmental organisations welcomes the decision by the International Maritime Organisation (IMO) to require substantial reductions in emissions of sulphur dioxide from shipping. The decision, taken last week at a meeting in London of the IMO working group reviewing MARPOL Annex VI, toughens the internationally binding standards for sulphur in shipping fuel. States working within MARPOL agreed to require that all ships use marine fuels with a maximum sulphur content of 0.5% by 2020, as well as a more stringent standard of 0.1% sulphur in designated Emission Control Areas (ECAs) from 2015. In sharp contrast to the progress on sulphur, the IMO stalled on efforts to control greenhouse gas emissions from ships. The meeting quickly became bogged down in political questions with developing countries in particular saying they will not accept any action at IMO on climate change that does not respect the principle of common but differentiated responsibilities. IMO activities are built around the principle of equal treatment for all ships. The IMO also failed to agree on any meaningful reduction of nitrogen oxide emissions from the existing global fleet of over 90,000 ships. These shipping emissions contribute to acid deposition, deadly fine particles, eutrophication, and ozone smog. As a consequence of IMO inaction, the total amount of these emissions is expected to continue to increase for at least the next several decades. EU Parliament falls short of improving EU’s answer to climate change 7 October 2008 Voting in the European Parliament’s environment committee today have confirmed the European Commission’s proposed answer to climate change, but have lacked the ambition to go further, said Climate Action Network Europe (CAN Europe), Greenpeace, WWF and Friends of the Earth Europe (FoE Europe). The committee voted this morning on a review of the emissions trading scheme and ‘effort sharing’ (which allocates each country its share of emission reductions in sectors not covered by the carbon market). The climate package hot potato will now be handed to EU environment ministers, who will be under pressure to reach a stronger agreement by the end of 2008. “Only a limited set of countries have implemented effective support policies for renewables and there is a large potential for improvement,” IEA Executive Director Nobuo Tanaka said when presenting the report. New study shows massive health benefits from stronger climate policies 2 October 2008 A new report commissioned by the Health and Environment Alliance (HEAL), Climate Action Network Europe and WWF analyses the health benefits brought by reduced climate pollution if the European Union commits to cut domestic greenhouse gas emissions by 30 rather than 20 per cent. The findings demonstrate that if the European Union were to raise its target on greenhouse gas emissions from the current 20 to 30 per cent, the additional health savings from control of non-greenhouse gases (fine particles, nitrogen oxide and sulphur dioxide) would amount to between 6.5 and 25 billion Euros euros per year. The calculation is based on economic evaluations of reduced loss of life and health due to cleaner air associated with climate change policy, as well as savings to industry from reduced loss of working days and to governments from reduced costs to health services. The report also mentions other co-benefits of a higher target on climate change action, such as the protection of forests, water supplies and biodiversity. It also points to the considerable savings to European companies involved in implementing air pollution abatement measures. Europe needs to intensify adaptation to climate change Increasing temperatures, changing precipitation, rising sea level, more intense and frequent extreme weather events and melting glaciers, ice sheets and Arctic sea ice are some of the challenges for Europe already triggered by global climate change, says a report released today by the European Environment Agency, the World Health Organisation Regional Office for Europe and the Joint Research Centre of the European Commission. MEPs stand up for fuel-efficient cars Despite enormous pressure from the car industry and car producing countries, the European Parliament has stood firm on plans to reduce fuel consumption and carbon dioxide emissions from new cars. In a critical vote this morning, the Parliament's environment committee pledged overwhelming support for a European Commission proposal that the average new car should emit no more than 130 grammes of carbon dioxide per kilometer by 2012. MEPs also demanded a longer term target for 2020. An earlier vote by the parliament's industry committee had called for a postponement and weakening of the short-term target to 2015. Combating climate change could create millions of jobs Tackling climate change could potentially generate millions of new employment opportunities, according to a new United Nations-backed study – the first of its kind on the emergence of a “green economy” and its impact on labour – released today. Entitled “Green Jobs: Towards Decent Work in a Sustainable, Low-Carbon World,” the publication shows how efforts to address global warming and slash greenhouse gas emissions are leading to new “green” jobs in many sectors. 22 September 2008 Climate Action Network Europe, Friends of the Earth Europe, Greenpeace and WWF have heavily criticized the outcome of today's vote by the European Parliament’s industry (ITRE) committee on ‘effort sharing’. Environmentalists slammed the committee's opinion that countries should be able to buy their way out of real emission cuts in the EU by being able to purchase an even greater quantity of offsets than originally proposed by the European Commission. The ITRE committee vote would allow up to 80% of emission reductions to be met by the purchase of external offset credits. This would mean that by 2020, member states’ emissions from non-industrial sectors2 would only be reduced by a feeble 2%, compared to 2005 levels. The ITRE committee also supported measures which could prevent an EU 30% emission reduction target from being automatically adopted once an international agreement on climate change has been reached, and failed to introduce any improved measures to ensure that countries are penalised if they do not meet their targets. Inflated claims of the car industry European car manufacturers argue that the introduction of mandatory CO2 emission limits as of 2012 would detrimentally affect the competitiveness of the European automotive industry. But evidence of past policies, the evaluation of the scientific assessment of the current policy and close scrutiny of the car industry’s previous lobbying efforts suggest that this is only one of many scenarios that repeatedly overestimates the compliance costs for the car industry, according to the report “Off Track: Inflated claims of the car industry”, published by Greenpeace International. Cutting fossil fuel subsidies can cut greenhouse gas emissions Scrapping fossil fuel subsidies could play an important role in cutting greenhouse gases while giving a small but not insignificant boost to the global economy a new report by the UN Environment Programme (UNEP) says. Subsidies on oil, gas or coal are meant to help the poor by lowering the price of energy but the report, issued on the sidelines of a 160-nation UN climate meeting in Ghana, said they often backfired by mainly benefiting wealthier people. The study estimated that energy subsidies, almost all for fossil fuels, totalled about US$300 billion a year or 0.7 percent of world gross domestic product (GDP). "Cancelling these subsidies might reduce greenhouse gas emissions by as much as 6 per cent a year while contributing 0.1 per cent to global GDP," it said. Web links:
BMW leaps ahead on new car CO2 emissions 26 August 2008 BMW AG improved fuel efficiency last year at four times the average rate of major manufacturers, new figures show. But the overall performance of the industry was not enough to meet proposed climate targets for new cars. The average new car sold by BMW in 2007 typically consumed 7.3% less fuel than in the previous year, leading to a cut in average CO2 emissions from 184g CO2/km in 2006 to 170 g/km in 2007 according to the report by Transport & Environment (T&E). The average improvement for all cars sold in the EU was just 1.7%. This is more than last year's all-time low of 0.7 per cent, but still not enough to meet climate targets. Public consultation on post-2012 climate agreement The European Commission launches today a public consultation on the European Union's approach to a global climate change agreement up to and beyond 2012 when the current Kyoto Protocol targets will end. Stakeholders and the general public are invited to put forward their views on a number of issues, such as mid-term emission reduction targets for developed countries and emission reduction actions for developing countries, adaptation to climate change, technology cooperation and finance. "Greener Transport Package“ presented by the European Commission The European Commission adopted today a package entitled "Towards Greener Transport" which included a long-awaited strategy to allow transport to pay for the costs that they cause to environment and society. The package includes a legislative Proposal to revise the Eurovignette Directive that aims to remove a legal obstacle which prohibits trucks being charged for the costs that they cause in terms of congestion and pollution. Commenting on today's development, Jos Dings, Director of T&E (the European Federation for Transport and Environment) said: "Making road users pay for the negative impacts of their operations is critical to a sustainable transport policy in Europe. (...) Unfortunately this proposal seems to take EU transport policy two steps forward and one step back." Britain says to slow introduction of biofuels The British government said on Monday it would slow the introduction of biofuels to address concerns that switching the use of land could exacerbate climate change and push up food prices. The government accepted the conclusions of a report it commissioned from Ed Gallagher, chair of the Renewable Fuels Agency, which called for a more cautious approach until more evidence was available. EU Commission consults on second strategic energy review The European Commission is consulting on measures to strengthen the EU's energy security and accelerate transition towards low-carbon economies both inside and outside Europe. Call for tougher targets in climate negotiations On Monday 23 June 2008, full-page advertisements was published simultaneously in the Financial Times, the International Herald Tribune, the New York Times, and in the Swedish papers Dalarnas tidningar, carrying the headline ”<350”. This figure relates to the upper limit for atmospheric carbon dioxide. The message in the advertisements is directed towards nations involved in the negotiations leading up to and beyond the Copenhagen Climate Change Conference in December 2009. The parts per million (ppm) of Carbon Dioxide (CO2) in the atmosphere has long been a key indicator for climate change. Setting a ppm limit is one of the guiding principles behind the ongoing climate negotiations. Several proposals for an upper limit for CO2 have come forward and until recently scientists estimated that the level could reach 450 ppm without threatening life on Earth. - We are concerned that the negotiations are heading in the wrong direction, said Professor Johan Rockström, Executive Director of the Stockholm Environmental Institute. - The CO2 threshold under discussion is too high. Today, the scientific community has a pretty clear picture of how much CO2 our atmosphere can sustain, and there is growing evidence that 350 PPM should be our target, rather than 450 ppm. Slow progress in EU greenhouse gas emissions reductions 18 June 2008 Greenhouse gas (GHG) emissions in the European Union decreased slightly between 2005 and 2006, according to the official inventory report prepared by the European Environment Agency (EEA). Overall emissions within the EU-27 fell by 14 million tonnes (0.3 %) and now stand 7.7 % below 1990 levels. In 2006, EU-15 emissions were 2.7 % below their levels in the base year (1990 in most cases). The EU-15 target under the Kyoto protocol is an 8-per-cent reduction by 2008-12. The main contributor to the decrease was lower consumption of gas and oil in households and services. This was a result of reduced heating needs in Europe due to a warmer year in 2006, together with higher gas prices. Electricity demand remained largely stable in households. Emissions from road transport continued to grow, releasing 6.5 million tonnes of CO2 or 0.7 % more than in 2005. The rise was mostly driven by increased use of diesel for freight and passenger transport. Emissions of greenhouse gases from international aviation and shipping activities continued to rise sharply in 2006. Contributions from these sectors, currently not included under the Kyoto Protocol, rose by nearly 5 million tonnes (aviation) and 10 million tonnes (international shipping). EU spending €1 billion a day on oil imports as leaders backtrack on efficient cars 18 June 2008 For the first time in history European Union member states are spending over €1 billion every day on imported oil, four times more than in 2003 and smashing all previous records, according to analysis by Transport and Environment (T&E). The agreement was portrayed in the European media as a breakthrough, with Merkel quoted as saying: 'I am very happy to be able to say that we both support the EU goal of 120 grams per kilometre on all new EU cars by 2012.' China contributing two thirds to increase in CO2 emissions With an 8 per cent national increase, China’s emissions of carbon dioxide (CO2) accounted for two thirds of last year’s global carbon dioxide increase of 3.1 per cent. With this, China tops the list of CO2 emitting countries, having about a quarter share in global CO2 emissions (24%), followed by the USA (21%), the EU-15 (12%), India (8%) and the Russian Federation (6%). The emissions expressed per person show however a largely different ranking (CO2 emissions in metric tons per person): USA (19.4), Russia (11.8), EU-15 (8.6), China (5.1) and India (1.8). These figures are based on a preliminary estimate by the Netherlands Environmental Assessment Agency (MNP), using recently published BP (British Petroleum) energy data and cement production data for 2007. Beneficial to cut air pollution from Europe's power plants 20 May 2008 Application of advanced emission control technologies to the 100 most polluting plants in the EU27 could reduce annual emissions of SO2 and NOx by approximately 3.4 and 1.1 million tonnes respectively. This would cut total EU27 emissions of SO2 by approximately 40% and emissions of NOx by 10%. When comparing the calculated annual costs of achieving those emissions reductions with the estimated health benefits, it was found that the latter are at least three times higher. "CCS is unproven, risky and expensive" Carbon capture and storage (CCS) aims to reduce the climate impact of burning fossil fuels by capturing carbon dioxide from power station smokestacks and disposing of it underground. Its future development has been widely promoted by the coal industry as a justification for the construction of new coal-fired power plants. The study, commissioned by WWF from world-leading carbon market analysts Point Carbon, estimates that the windfall to electricity generators in just the five states of UK, Germany, Spain, Italy and Poland over the current five year phase of the EU Emissions Trading System (ETS) could be between 23 and 71 billion euro. Windfall profits are generated when generators benefit from electricity prices reflecting the cost of carbon emissions while receiving the bulk of their carbon emission allowances (EU allowances) for free under National Allocation Plans.
Agreement in IMO to cut ship air pollution The sulphur content of all marine fuels will be capped at 0.5 per cent worldwide from 2020, the International Maritime Organisation's (IMO) Marine Environment Protection Committee (MEPC) decided at a meeting in London on Thursday. The deal is much more stringent than expected. It will be confirmed by the MEPC's plenary body on Friday 4 April and should be rubber-stamped in October. "This is a real ocean-sized change for the IMO," said Eelco Leemans of the North Sea Foundation. "After a decade and a half of discussion and pressure from environmentalists around the world, the IMO has recognised the need for clean shipping fuels." Today, the maximum permissible sulphur content of marine fuels is 4.5 per cent, and the global average has been estimated by the IMO to be between 2.5 and 3 per cent. The new agreement means that the maximum limit will fall in stages to 3.5 per cent in 2012 and finally to 0.5 per cent in 2020. Special low sulphur zones, called Emission Control Areas (ECAs), where the sulphur limit now is 1.5 per cent, will face a stricter limit of 1.0 per cent in 2012 and 0.1 per cent in 2015. Currently the only Emission Control Areas are the Baltic Sea and the North Sea. David Marshall of the US-based organization Clean Air Task Force observed, "Meaningful global sulphur reductions are a long way off and countries that value the health of their citizens will need to adopt protective ECAs as soon as possible." Emissions of sulphur dioxide, a major air pollutants and an important precursor to health-damaging fine particles (PM2,5), are directly proportional to the sulphur content of fuel. A study presented to the IMO by the environmental NGOs showed that under a 'no action' scenario, sulphur in marine fuels will be responsible for more than 80,000 premature deaths per year in 2012. João Vieira from Transport and Environment said, "Despite this welcome move, shipping fuels will still be 500 times more polluting than road fuels. That's not good enough for Europe, with its bad air quality and dense population. We expect Europe to make the best use of these new provisions, and apply the strictest fuel limit in all its sea areas." Dragomira Raeva, Air Policy Officer of the European Environmental Bureau, commented, "Let's take the opportunity created by these new standards and make sure there is no backpedaling before October. Now is the time for EU decision-makers to designate the North Atlantic, Mediterranean and Black Seas as low sulphur emission zones, consistent with the Baltic and North Seas, so all Europe's seas will be covered by the stricter set of sulphur standards when they are adopted by IMO." Low-sulphur fuels are currently not widely available and the IMO agreement calls for a 2018 review to check their availability; depending on its findings, the 2020 target could be postponed to 2025. Moreover, if a ship can demonstrate that compliant fuel is not available to it, it may be granted an exemption from the new limits. Also this week, the IMO reached preliminary agreement on nitrogen oxide (NOx) emission standards for new ship engines in two steps. In the first step, emissions would be cut by between 16 and 22 per cent by 2011 relative to 2000, and in the second step by 80 per cent by 2016. The longer-term limit would only apply in specially designated areas, however. As regards existing engines, no significant reductions are expected - it was agreed that some of the largest existing engines from the period 1990-1999 should be fitted with an emission-reducing "kit" that are expected to be able to reduce NOx emissions by 10-20 per cent. The beginning of the end for coal? 2 April 2008 With concerns about climate change mounting, the era of coal-fired electricity generation in the United States may be coming to a close. In early 2007, a US Department of Energy report listed 151 coal-fired power plants in the planning stages in the United States. But during 2007, 59 proposed plants were either refused licenses by state governments or quietly abandoned. In addition, close to 50 coal plants are being contested in the courts, and the remaining plants will likely be challenged when they reach the permitting stage.

London launches low emission zone for lorries London will become a 'low emission zone' today, when transport officials launch a campaign to cut traffic pollution and improve the capital's air quality, the worst in Britain and among the poorest in Europe. The 49 million pound (US$98 million) scheme will use a network of cameras to monitor the emissions of large diesel lorries, later expanding coverage to smaller commercial vehicles, and impose heavy fines on those exceeding EU exhaust limits. As the IMO, the United Nations body that regulates shipping across the world, began meetings in London this week to review and potentially tighten air pollution standards for the world’s shipping fleet, scientific research has found that the use of cleaner marine fuel could prevent tens of thousands of premature deaths from shipping air pollution each year. The updated analysis estimates that the number of people dying from heart and lung disease as a result of under-regulated air pollution from international shipping will total over 80,000 per year by 2012, but also found that this death toll can be cut by half or more by substantially reducing the sulphur content of marine fuel. Sustainable Energy Cities take the lead on climate change Today the European Commission launched the Covenant of Mayors, an initiative to involve the citizens in the fight against global warming. It comes after an informal consultation with numerous cities across Europe, whose Mayors will join the Commission in launching the Covenant. The Covenant consists of the formal commitment of the adhering cities to go beyond the objectives of the EU in terms of reducing their CO2 emissions through energy efficiency and renewable energy actions. Almost 100 cities throughout Europe, including 15 capital cities, have expressed their early support for the Covenant.

The "Climate action and renewable energy package" 23 January 2008 Today the European Commission put forward a package of proposals that will deliver on the European Union's commitments to fight climate change and promote renewable energy up to 2020 and beyond. The EU has committed to reducing its overall emissions to at least 20% below 1990 levels by 2020, and is ready to scale up this reduction to as much as 30% under a new global climate change agreement if other developed countries make comparable efforts.
